He served in the Georgia state senate (1963–1967), where he championed education reform. He lost the 1966 Democratic gubernatorial primary, rededicated himself to his Baptist faith, and won the governorship in 1970. As Governor of Georgia (1971–1975), he modernized state government and publicly declared that the era of racial discrimination in Georgia was over.
